Every agent's tool access is read-first and tenant-scoped — an agent can query your findings, threat intelligence, and attack graph, but it cannot silently write outcomes. Where an agent's recommendation would trigger a consequential action, that action still passes through a Mission's human-approval gate before anything executes.
